Anyone have trouble with propane bills?

I feel completely helpless. Natural gas companies cannot turn you off in the cold, but propane companies can leave you without heat? I still owe from the last partial fill, and I now am out of propane again! I'm sorry, but over $400 a month is too much! And - it's saturday, which means they are closed. One company advertises monthly payments on their website, but since we own our tank, they said we weren't eligible! I am so fed up and want to give up. We make more than most of the energy efficient guidlines, but part of that is my husband's disability money. I'm going to school to try to make more money, but it will be over 2 years till I have my degree. I don't know if I can handle another job. Anyone have any suggestions?
